Reading between the lines, it looks to me that they're gonna send a request to AASHTO to put US-70 back through Clayton first before signing I-42 on the Clayton Bypass, which would explain the "later this year" remark.

There was a US-70 Bypass decommissioning during an AASHTO meeting last year after the I-42 announcement was made last March, which appears to be the Goldsboro Bypass (AASHTO minutes weren't specific).

Well, they can easily switch out US 70 with I-42. I suspect they will move US 70 mainline back through Clayton so I-42 would be the sole route on the freeway, similar to the I-587 and US 264 seperation.

Google Maps still only has the Interstate 42 designation in one location (at the eastern end of the US 70 Goldsboro Bypass). Hopefully once 42 is signed in reality, more of the US 70 corridor will be marked as Interstate 42 as well.

It's been like that for a while now, so Google jumped the gun.

Other than the Clayton & Goldsboro bypasses, the only other section that's currently interstate standard is the part between Dover and New Bern, but I don't see it getting I-42 shields until the Kinston Bypass is built (whenever that is).

As part of the interstate upgrade project in Wilson's Mills, the section of Bear Farm Road between US-70 and the railroad will be closed from Jan. 30-Feb. 28.

I sent a followup questions specifically asking about the Goldsboro Bypass (below). Removing Bypass US 70 from the Goldsboro Bypass was approved by AASHTO last year. They are sending an application to place US 70 on its old alignment through Clayton. Creation of sign plans for I-42 will wait until after the application is approved:
"This is in reference to your contact us inquiry concerning the routing of US 70 and I-42 in Johnston, Wayne and Lenior Counties. States are required to receive approval from the Federal Highway Administration (FHWA) for any Interstate additions. NCDOT is required to receive approval from American Association of State Highway and Transportation Officials (AASHTO) for any US route modifications. AASHTO only meets twice a year, once in fall and spring. NCDOT received FHWA approval of I-42 on March 7, 2022. NCDOT received AASHTO approval on May 19, 2022, to removed US 70 Bypass within Wayne and Lenior Counties. Since the portion of what was US 70 Bypass is now approved as an Interstate, there is no need to have a concurrent route following the same pavement. Removal of the US Bypass route allows for simplification of the signs and messaging. We will begin the process of acquiring resolutions and completing AASHTO applications to gain permission to return US 70 onto it's original route through Clayton. As with any project, engineering plans are needed for construction including signing modifications. The signing plans are currently in production."

Makes me wonder how they will treat US70 in western Craven County. They can use the original routing which is NC 55 going through Ft. Barnwell and Jasper to New Bern but, I feel that they will use Old 70 from Dover straight through Cove City to New Bern. If they use either, I would love if they followed the old BUS 70 down Neuse Blvd. to Broad St. then over the drawbridge to James City. There is already enough highways multiplexed over the twin spans to begin with.

NCDOT has let the design-build contract that will upgrade US 70 between James City and the future Havelock Bypass to interstate standards, construction to start in 2024:

Agreed. I think I-42 & US-70 will only be separated at the bypasses, with the overlap occurring between them.

How about Selma? Its bypass is short. They might as well extend US 70 ALT through Selma and keep US 70 on the bypass.

There are two big differences between Clayton and Smithfield.  BUS 70 through Clayton is 4 lanes and is on the National Highway System.  BUS 70 through Smithfield is neither.

Alternate routes are not downgrades, but a viable second option if traveling US 264. For US 264, it is an obvious difference on what will get you faster from point A to point B, but in many other parts of the United States, the mainline and alternate route are not much different, just a different route. So it is not difficult for AASHTO to move the mainline onto an alternate route.

Are there any signage plans for the I-40/I-42 interchange? Granted, it'll also be the same point where NC 540 is planned to intersect, but I think it would be good to see them as a preview of what's to come.

The US 70 intersection with Slocum Rd. (which connects with the Marine Corps. Air Station Cherry Point airfield), has seen some upgrades over the last few years. Were the upgrades to this intersection necessary, even though future US 70/future Interstate 42 will bypass this segment of existing US 70?

Yes, the intersection had a long-standing crash and congestion problem.  A lot of left-traffic turning from 70 onto Slocum and what had been a short left turn lane with not a lot of room to lengthen it.

NCDOT is announcing temporary closures along US 70 in Craven County as part of the project building the Future I-42 Havelock Bypass, due to open in 2024:

The Swift Creek Road intersection with US 70 in Wilsons Mills will permanently close next week so that work to build the bridge for the new interchange can start:
