I-77 & I-85 interchange in Charlotte is worth a mention.  But I think the interchange is being reconstructed now:

All of Charlotte wishes it were being reconstructed to get rid of those stupid crossovers and left entrances.  But no, they're only augmenting this cluster to add in the HOT lanes.  Same deal with the 77/277 interchange a couple of miles south of there.  All that the private HOT lane operator is doing is augmenting what is already there by adding extravagant flyovers for the HOT lanes, and doing nothing to what is preexisting.

As for Alps' Myrtle Beach example, it's crap.  SC 31 mainline has a reduction in the legal speed limit from either 70 or 65 down to 55 or 50 just to swing around these unnecessary inner movements.  Creates a speed trap that I'm sure LEOs have exploited.

I mean, this is a flat coastal plain, and they could have built anything.  Why this?

I don't think it's dead, just delayed due to funding.  It has been built with full shoulders and seemingly to interstate standards (except maybe for this stupid interchange).  Will probably become some sort of spur for I-73, or will actually become I-74, or maybe I-101.  Either way it'll only need a signage change to make it official.
