Edited to clarify: Single-digit routes fall into the zero group.

For example, Indiana has:

US 20, 24, 27
US 30, 31, 33, 35, 36
US 40, 41
US 50, 52
I-64, I-65, I-69
I-70, I-74
I-80
I-90, I-94

How many other states have this?
Indiana: counties 100%, highways 100%
Illinois: counties 100%, highways 61%
Michigan: counties 100%, highways 56%
Wisconsin: counties 86%, highways 23%

OH, if not mentioned has for zero US 6.  No one routes though, but US 21-25. Then US 30, 33, and 35. Then US 40 and 42 followed by US 50 and 52. None in 6.  I-70, 71, 74,75, 76, and 77.  Then I-80 and last I-90.
