US 212 in Wyoming

US 212 in Wyoming in the NE Corner is an orphan to the rest of the state's highways as it intersects no other roads on its 20 miles within the state.  However, like the rest of Wyoming, it still has a posted 70 mph maximum speed while the two other states it connects to, Montana and South Dakota respectively, still only have their part of it maxed out at 65 mph.

I'm just curious to if Wyoming still maintains the highway despite having to enter either Montana and South Dakota to access it, or does either other state maintain it.
Every day is a winding road, you just got to get used to it.

To be clear, it does intersect other roads, just not numbered highways. If you don't mind taking a dirt road for about a mile and a half, it's accessible from WYO112 if you don't want to enter another state.

I find it interesting that the Laurel-to-Yellowstone segment has had three US Highway designations in its history: It was US 12 from 1939 to 1959, US 312 from 1959 to 1961, and has been US 212 since 1961.

It's not really unique though. I-15 in AZ has no access to the rest of AZ. I-684 in CT has no access to the rest of CT.  I believe AZ maintains I-15, and NY maintains 684. (Also MN TH 23, but that's less than a mile.)

To answer OP's question - WYDOT does manage that section of US-212, and while you have to enter Montana very briefly you can get to Hulett via Montana Secondary 326 to WYO-112, so unlike I-15 which requires to go incredibly far out of the way to get from that area to the rest of Arizona, it is not hard to access the rest of Wyoming from the Colony area on 212. Because of the Beartooth being managed by NPS, WYDOT only manages the shorter of the two sections of 212 in Wyoming.

684 is incredibly brief in CT so not shocked that NY would manage that. As for 15, there are a couple small communities in AZ on that section of 15.

NYSDOT performs routine maintenance of I-684 in Connecticut, but CT funds and performs capital improvements to that stretch. Here's an example of that arrangement with CTDOT managing the replacement of two bridges that carry I-684 over the Byram River at the NY/CT state line.
