At first I was like, WHAT?  I grew up in Atwood, and most pavement is concrete that dates back to the 1950s.  In a few places, it dates back to at least the 1930s and has basically deteriorated to sand dotted with remnants of ancient asphalt.  Repaving projects are funded by taxes that are levied especially on the residents of the block being repaved, and no residents want to pay for their block to be repaved, so nothing is ever repaved.  Even several of the concrete streets have been worn down to the point of exposing rebar, but they just get the occasional hot patch treatment.  So I was quite surprised to see "Grading and surfacing" planned there.  But then I remembered what Grant Street was:  US-36.  Ah, now it makes sense!

Not during Phases 2 and 3 at least--it appears the only turning movement that will be permitted at that intersection will be the right turn from Windmill eastbound to Zoo Boulevard southbound.  I won't have trouble accessing destinations along West 21st, but will have to detour to Central for the occasional visit to the Westlink library branch, which normally requires a left from Zoo onto Windmill.

Even with the signals at Windmill covered (a key reason for prohibiting all but one turning movement), I do not think it will be an easy project for commuters who use Zoo Boulevard during peak periods.

Weird that June lettings are so small in number.  In NY, they're trying to squeeze any work they can get with June lettings -- contracts let now will be awarded when most of the construction season is gone, but there's a "at least they can do something" kind of mentality.

This June has about half the contract count of June 2022 (22) and June 2021 (25).

I wonder if cost inflation may have been a factor.  This year's big-ticket item was the I-235/I-135/K-254/K-96 Gold Project (the K-96 connection; project number 235-87 KA-3232-02), advertised for letting in November 2022, and KDOT issued a STIP amendment last October noting that the estimated cost had risen from $148 million to $163 million.  As Kansas begins its fiscal year on July 1, any last-minute budget adjustments will likely happen in June.

I am not aware of any, and the existence of other phases shouldn't matter anyway, since the STIP item covered KA-3232-02 only.

I suspect the STIP amount includes things (such as engineering contingencies) that would not be included in the award.  This said, I'm having a hard time finding out what the engineer's estimate was, since KDOT apparently reports total bids just as a percentage of the low bid.  (The only two bidders, Bergkamp King JV and Dondlinger, were within $200,000 of each other.)
