traffic signal upgrade

The city of Hawthorne in SoCal,is upgrading Hawthorne Blvd in with new traffic signals along its route.

For example, At the  intersection of Hawthorne bl/Rosecrans Ave, there is farside pv permissive/protected left turn Traffic signal. It does only left turn lagging phases which causes drivers confuse when turning left on Hawthorne Blvd because it is hard to see. The mid intersection traffic signal overlaps with
The farside left turn traffic signal which it turn red  first and the farside signal turn last. Drivers on the farside of the intersection don't  turn  left on the green arrow.
