Which should come first US or Interstates

In this here photo take on the southern terminus of US 130 in NJ, the guide for I-295 has US 40 before the interstate.   Now I could really care less myself about this, but some of you pay close attention to details on signs and happenings in DOTs, but I was wondering if this particular way is acceptable in the actual MUTCD or not?

If nothing is stated then is there an unwritten type of rule ( I guess the word is gentleman's agreement ) where usually an interstate route is first do to the fact interstates in general are more primary than US routes?

The interstate designation, imo, should come first.

Also of note: The DRBA installs those large 'Exit' gore signs, and omitted US 40 in exchange for its little symbol sign for the bridge.

Who was the highway built for first, US 40 or I-295? Was this highway originally US 40 who later got an interstate designation added or was this always I-295 and they changed US-40 route to use the same road?

I know a few places where the common local name for the freeway is the US number and not the interstate number. I don't know if that's the case in the area you linked to though.

US 40 was first.

That said, that's not unusual for a US route to become an Interstate route.  130 became 295/130, and 295 gets the staring role there.  In Delaware, US 40 became 295/40, with I-295 being first on the signs.

MUTCD Section 2D.09 Numbered Highway Systems

05 Route systems shall be given preference in this order: Interstate, United States, State, and county. The preference shall be given by installing the highest-priority legend on the top or the left of the sign.

I know in the nature of US 23 in Michigan between Flint and Standish the old 23 was Dixie Hwy to Saginaw, then followed what today is M-13 north to Standish. The connector route which is exit 164 was a part of US 23. US 23 today though is multiplexed with I-75 from Flint to Standish, a distance of about 73 miles.

The way that signage should be done is always have the highest order route at the top or the left. If you have multiple routes of the same order, then do it numerically.

i.e. a BGS should ordered like: I-5 / US-101 / CA-134 or I-5 / I-405 / US-95 / US-101 / CA-134

I believe this is how things are supposed to be done according to the MUTCD, but there are plenty of instances where this order is not maintained. And likewise, I believe mile markers and exit numbers are also supposed to be based on the lowest-numbered route of the highest order.

The Delaware Memorial Bridge opened in 1951 which is when US 40 was routed to use that bridge. I-295 didn't come about until 1958 or 59.

The newly-erected BGS' swapped the order of the I-290 & 395 shields (and added direction cardinals for I-290 & 395). 

Originally, the plans for the new BGS' for this interchange didn't call for MA 12 shields to be on the main signs (such would only appear on supplemental signs); but I commented to MassDOT that the 12 shields should be on the main signs because the first 2 ramps one encounters after exiting the Pike (I-90) are indeed for MA 12 (12 South first, then 12 north prior to the I-290/395 split ramps).  In short, the MA 12 ramps are within the interchange.  Apparently, MassDOT agreed with me but placed the MA 12 shield between the two I-shields rather than to the right of them.

As far as symmetry is concerned, the new BGS' threw such out the window; the three route shields are oddly spaced.

I wish the MUTCD would state that the order of markers should be for the route you’re actually on (or going to) and then the markers of “To” destinations.  NYSDOT R2 is notorious for putting the “To” routes first, then the markers of the actual route.  I’ve always said, all motorists for that route are using that ramp but only some of them are going to the other road it leads to.

NYSDOT R2 way:
To NY 8 - To NY 12
I-790 WEST - NY 5 WEST

Should be:
I-790 WEST - NY 5 WEST
To NY 8 - To NY 12

Where US 10 eastbound joins I-35W in Mounds View, MN there are a couple pullthroughs on mainline US 10 showing US 10 shields first. I figured this was because you are on US 10 at the time and I have no problem with that.
