There seems to be a West Coast bias here. The only ones that seem mostly in the eastern part of the United States are the obvious US 1, US 13 that is somehow important only because it is an unlucky number, and somehow US 33 got rerouted on both ends?

Correct, OR/NV 140 never was a US highway. It may have gotten its number with a pipeline dream to make it one (particularly with the Winnemucca to Sea name), but nothing serious came of it.
As it stands, ODOT doesn't officially recognize the Winnemucca to Sea name; OR 140 is known by Lake of the Woods Highway (ORH 270), South Klamath Falls Highway (ORH 424), Klamath Falls-Lakeview Highway (ORH 20), and Warner Highway (ORH 431).
