Wrongly placed signs in Dyslexington Kentucky.

Dyslexington Kentucky has a circular road called New Circle Road. All the maps agree it is divided in two portions by State Highway 25. On the east side there are businesses and non motorized traffic is allowed. On the west side there are no businesses and non motorized traffic is not allowed. The problem is on both the northern and southern interchanges on Highway 25 the signs banning non motorized traffic have been placed on the wrong side of the road. Several years I stopped in to the district 7 highway department and was introduced to two people who called them selfs the sign guys. I pointed out to them it was possible to travel along New Circle Road where non motorized traffic is allowed and to find yourself on a portion of New Circle Road where non motorized traffic is not allowed with out any warning to exit. They admitted they had not thought of that and would erect the proper signs. It seems this has also not been done. While it looks like on the maps there are reasonable roads around this boondoggle these roads are private property and are clearly marked as such.  https://flic.kr/p/GCA8ic

OK, I'll bite.  Why would you ban non-motorized traffic in a residential area.

Actually, it's US 25.

OK, I'll bite.  Why would you ban non-motorized traffic in a residential area.

It's not about what type of area it is. About 2/3rds of New Circle Rd is a freeway, and therefore non-motorized traffic is not allowed on it. The remaining third is not built up to freeway standards (there are at-grade intersections and businesses directly fronting it), and therefore non-motorized traffic is allowed on this portion.
