Title: Bridge (?) Remnants Just South of Ben Franklin Bridge

OK, so there is some remnants of a bridge just south of the Ben Franklin Bridge, seems like it might have connected market street from Philly to Camden. Google link:

That's the never finished Camden-Philadelphia Aerial Tram Project.

That would have crossed the river?  High enough the clear the navigational channel?

The Ben Franklin Bridge has 135 feet of vertical navigational clearance.

Tall towers ontop of the piers, approach wiring, etc.

I've lived in the Philly metro area for about 20 years and just learned today, because of this, what the Penn's Landing Pi is....

Yeah, the project is probably stalled forever, and the pier will probably stay there until it causes an issue, or has an issue that could hurt someone.
