CA Freeway Entrance Signs…on I-77 in WV?

I want to know why WVDOH has begun putting California-style "FREEWAY ENTRANCE" signs on Interstates. The assemblies on I-77 between Charleston and Parkersburg look very similar if not exactly the same as the ones in CA. Are they trying to copy CalTrans?

(Don't get me wrong, I like it.)

It's in the MUTCD now. WVDOH has used the downward diagonal arrow at entrances for years now, which is something else that CalTrans likes to do. Also, like Cal, WV has been at the frontier of some highway signing practices (the graphical school bus stop sign is the first that comes to mind). I wou;ldn't read too much into it.
