Arkansas to Use Budget Surplus to Fix Roads

Arkansas Governor Asa Hutchinson proposes using state budget surplus to pay for fixing the roads (WHAT SURPLUS?). Yet he admits spending money on roads leaves less money for other things.

I hope we don't become another Kansas.
