History of NY and PA Roads

I would like to start coming up with some legitimate (fictional) proposals for the forum again.

However, first, I need to learn a bit more about the history of freeways and interstates in these two states, in order to make legitimate proposals and not just say "build I-98" and other such stuff. If anyone has any good sources, I'd be interested. Or if there's any threads here that would be good reads when it comes to road history, I'm interested in those as well. Of course, this will not be at the expense of my own personal research on the topic :D
