TN: US 11-70 reroute in Knoxville

The US 11-70 reroute in Knoxville is now posted in the field per GMSV.

It uses Neyland Dr and Hall of fame Drive instead of Cumberland, Henley/Broadway to 5th.

Thanks for the heads up.  I'll work on fixing both US-11 & US-70 this weekend as well as all intersecting US Highways.
