Clever! I figured out which 7 were missing after a fashion, but I won't be a spoiler.

I can only figure out 6 for some reason. I think one of them will become more engrained in the public conscience after the election, and honestly I would have swapped whatever one I can't see with Rhode Island which I constantly forget exists as it's just this tiny chunk of land nestled within far more economically and culturally prominent places.

Oh, found the 7th. That's not one I was expecting. Nice curveball/troll as it's definitely much, much more prominent than the others.

That still left more than one option, but your first paragraph helped narrow it down. Yep, that was my last find as well.

The seven states are as follows, albeit hidden in small text and ROT13'ed:

QR
XF
AR
AZ
AQ
CN
FQ

The hardest for me was the first one on the list. I don't know how that relates with the difficulties others have had.
Interstates clinched: 4, 57, 275 (IN-KY-OH), 465 (IN), 640 (TN), 985
State Interstates clinched: I-26 (TN), I-75 (GA), I-75 (KY), I-75 (TN), I-81 (WV), I-95 (NH)

Weirdly, I actually found that one first overall, before the other one in that vicinity!

Took me a while but I got them all.

I also love his comics. His "What If" series is fantastic.

I got all but [REDACTED] in just about 30 seconds, but I had to go over the whole map a second time to catch that one.
Keep right except to pass.  Yes.  You.
Visit scenic Orleans County, NY!

It took me the longest to find the largest one that was missing.

SkyPesos

I was scanning New England for a long time because I thought there would be states missing from there. And it took me longer than I wanted to find the largest ones missing...

Since this is a roads forum, it had me thinking what an interstate system with that map would look like. I made a rough sketch of most x0 and x5 routes, assuming the position of cities and natural landmarks are unchanged except from the missing states.
