If we're being technical... AZ 189 turns into Mexico 15D and Interstate 19 Business turns into Mexico 15. I-19 ends a few blocks north of the border.

Not counting US territories like Puerto Rico, it would be Florida 821.  If you're talking non-tolled controlled access highways, it would be Florida 826.

There are four, actually. In addition to the already-mentioned GA 400 and GA 166, there's also the GA 13 freeway (formerly part of I-85), as well as the portion of the Stone Mountain Freeway (US 78) that extends inside the Perimeter.

Here is an interesting bit of NC trivia.  See if you can figure this one out.  First one isn't too difficult.

Greensboro had one potential route # = exit # and one actual one.  What route was it, and where was the potential one?  It may help to know that neither is currently in this configuration.

NC has five non-MUTCD compliant LEFT-bannered exits.  Where are they, and what makes the left banner non-compliant (hint, one is different from the other four).  Note:  This does not mean those that are simply left-tabbed without the banner (except for one, those are not recently upgraded).  That might help locate the others.

Here's one from Georgia.  It's okay if no one gets this, but here goes:  Before starting to upgrade their exit signs to the MUTCD compliance, Georgia actually complied with one major aspect of the specification.  The answer I'm looking for here I can give you a hint:  Several non-MUTCD compliant states also have implemented this specification for quite some time, though only a handful.

MA 203 (Boston*) & MA 213 (Methuen)

*Access to MA 203 from I-93's Exit 11 (nb) & 11B (sb) (via Granite Ave.) is actually located in Milton adjacent to the Boston border.

Takumi has the answer about 220 right.  Exit 220 (Randleman Road used to be US 220 to Level Cross) was the potential one, and the actual one was US 220 South off the short-lived 40 bypass in Greensboro.  It is now exit 95.

Any ideas on the other two questions?

Correct. LA 23 ends in Venice which is the last community on the river which is levee protected. Any place further south is on stilts and can only be reached by boat.

It's not the closest road overall, though, as there is a parish road that extends a little further southwest into the Tidewater community (comprised largely of a lot of oil industry related infrastructure)
