Map game: Scrambled Maps

A city-level map is broken into about 18 tiles and scrambled. Put the map back together in as few moves as possible.

(not my code or site; found on a non-roads forum)

In my first attempt, I was able to solve the puzzle in 31 moves. My second time, it was 22.

It's possible to pick cities to play with the link where it mentions that today's city is Damascus.  I've been averaging 14-16 moves on the ones I've tried.

I couldn't get other map scrambles to come up.  It just popped up with a weird info page per city.

The way I got to other cities: Click on the "Visit the Cities page" link on the first page that comes up (right below where it refers to today's city). In the orange bar on the left, "Cities" is selected. Scroll the map to zoom in on a city (let's use New York). There are dots all over the place. Click on one of them. I just clicked the orange dot located in City Hall Park and then I clicked the blue "Game" button. When I did that, it takes me back to the original screen, but it says "The city to unscramble is New York City NY, United States," rather than telling me today's city is the capital of Togo. Then you click "Start Game."

Lomé's map was way too easy. I got 13 but probably could have been even lower with some strategic swapping.

Please note that I may mention "invalid" FM channels, i.e. ending in an even number or down to 87.5. These are valid in Europe.

Among the places I've unscrambled already are two of my "example towns" (Aschersleben, Germany and Isernia, Italy), one "supplementary town" (Halluin at the top of La France), as well as former "example town" Belvidere. I've also done some really out of the beaten path, such as Jamestown, St. Helena or Tamanrasset, Algeria.

I got it in 11 moves.  I do not think I got an error.
