This looks rather interesting. Was this just a divided highway, I-90, or a cancelled I-90 route?

I believe it's old US14-US16.
It's the old alignment of US 14/US 16.
The wide spacing of South Blvd. -- and the name of the undivided part of the road west of there: "Loop 90" -- leads me to think that the original plans for I-90 might have included locating this portion on a berm in between the South Blvd. lanes. Obviously, any such plans would have been scrapped in favor of what was eventually built. It also appears that the 4th Street E-W alignment was likely the original US 14/16 route, later bypassed.
Original US 14-16 route used Glenn/4th/Airport/234th (no longer continuous)/188th back across I-90 then west on now gravel road...
Btw 1956-61 it was moved onto I-90 alignment west of Wall and the berm between South Blvd through Wall. Glenn St (per 1961 topo) did not cross South (US 16 ALT used W. South Blvd). Shown as multilane on the now-removed portion only.

That would explain why both sides are two-way; that always seemed strange and unnecessary.
Now, it is a nice boulevard as boulevards go in a tiny town; they have tables where you can eat your Subway and enjoy the West River fresh air.

At least in 1961, according to the topo map, the original US-14/16 multiplex did go through town as a divided boulevard, and the current South Blvd were, in effect, frontage roads.
