And, a quote from that article....
QuoteFay has an $80 million contract for replacing the deck, painting, installing new signs and rebuilding ramps to the bridge. The company is facing fines of $213,600 a day while the bridge is closed – $8,400 an hour for the unexpected closure of the bridge and $12,000 a day for the closure of the Boulevard of the Allies ramp.
Hope Fay has a good insurance policy.
Bridge is going to remain closed indefinitely.

Bridge has opened to vehicles currently 9-tons or less. The weight limit is said to be temporary, but I haven't seen a timetable for the weight limit yet.
The Liberty Bridge weight limit has been restored to 30 tons (http://www.wtae.com/news/liberty-bridge-weight-limit-lifted/41882640).
Contractor explains the repairs that closed the bridge for 24 days. (http://www.post-gazette.com/breaking/2016/10/06/Liberty-Bridge-2/stories/201610060187)
Basically, they decided on a more extensive repair than what was originally planned in order to avoid another closure when making permanent repairs later on.
