Arkansas city routes

A lot of current business routes in Arkansas were originally C routes instead of B routes.  Were these signed with a "City" plate above the shield?  Were they signed with the C in the shield?  Most of them were gone by the time I was old enough to notice them.

The only one I ever saw was "CITY" 71 in Bentonville. It was a cut-out shield with a CITY plate over it. This would be in the early-mid 1980's. It was replaced long before it became AR 72S
