Because the sun is directly overhead, making the underside dark (if it was at an angle, the sun would shine underneath).

Anyways, yeah sounds like you need to get away from all this freeway and limited access jazz if you think that bridge is scary.  It’s kind of hard to not roll my eyes when I know stuff like this is normal in my part of the world:

I-70 in the Rockies is about as steep. This just looks scary because it stands out so much more than a road in a mountain pass does. Looking at it from the side, it is completely normal.
