Texas FM and RM routes are the same type, as are Idaho's white-on-black and black-on-white shields and Louisiana's green and white shields. FM routes look different on a BGS, but they are still considered to be identical.

No reason why Oklahoma circles don't match Oklahoma meat-cleavers.

Oklahoma switched to the "meat cleaver" several years ago, but some older signs remain.

I would find it hard to reconcile "standalone FM matches BGS-style FM" with "old-style OK/SC/ND state route doesn't match new-style OK/SC/ND state route". The play should stand IMO.
