The 1940 census used late 1930s county maps, for example: http://catalog.archives.gov/id/5835343 (right now the site is being a bit janky). Most of them show all the state highways that existed, including a bunch that never appeared on the official state maps. (Curry, Grant, Guadalupe, Lea, Roosevelt, and the east half of San Juan are missing shields.)
