This isn't a cluster, as WIS 105 is on the southern edge of the city if I remember correctly, but the city is definitely Superior.

Yep.  WI 105 enters the City of Superior.  Had I left it off, I'm wondering how many responses of "It's Duluth, MN, but you are missing a number" it would have gotten.
