I'm a little unsure about this article.  Are they saying that "engineers" (and not normal construction workers) turned off all the lights from the bridge, ignored every OSHA and safety policy put into place, and quietly replaced bolts without telling a single soul?

Or did they simply do some general bridge work after detecting an issue? 

Did someone decide to sound an alarm on this that may or may not needed to be sounded?
