Are there any long range plans to eliminate the at-grades at Canal, Spring and Bedford?

Unfortunately not !!!  Caltrans' long range Transportation Concept for that stretch of US 50 indicates that the section through Placerville will remain an "expressway" with three sets of traffic lights within a 9/10ths of a mile stretch of road. 

That little strech of US 50 is noted as "Segment 14" in the attached PDF, and that information can be found on text page 23 of the link below:

That little stretch of expressway was upgraded about five years ago or so.  I believe Caltrans added shoulders, some turn lanes and some "context sensitive" structures and lighting to the corridor.  They may have sychronized the traffic lights as well.  The upgrades cost about 40 million, but I don't think it did much to make the traffic flow any better.

Considering that US-50 is going right by a historical-type district, I don't think the NIMBYs would tolerate the necessary changes to have interchanges, and the businesses won't tolerate a bypass.
I'm an Engineer. That means I solve problems. Not problems like "What is beauty?", because that would fall within the purview of your conundrums of philosophy. I solve practical problems and call them "paychecks".
