I did have Texas before I-2.

New Mexico, Colorado, Nebraska, Kansas, Louisiana, Arkansas, Mississippi, a handful of others I lack one or two. (Does I-15 in Arizona even count?)
Let's build what we need as economically as possible.

Wisconsin - missing only I-535
Kentucky - missing only I-69 south of I-24 and I-165 south of WK Pkwy
Ohio - missing I-77 north of US 30 and some of the 3di in the Cleveland and Columbus areas
Indiana: counties 100%, highways 100%
Illinois: counties 100%, highways 61%
Michigan: counties 100%, highways 56%
Wisconsin: counties 86%, highways 23%

I'm over 95% completed in: Georgia (a chunk of I-20 in Augusta), West Virginia (I-70 in Wheeling), Maryland (a section of I-83 in Baltimore), and New Jersey (I-295 from US 130 to US 40)

None. The only segments I'm missing in Colorado are I-70 east of Limon and I-225.

Fully clinched Oregon interstates.

In Washington, I'm just missing the little bit of I-90 between Spokane and the Idaho border.
