I'm guessing that the comment refers to the drastically reduced traffic due to the sequestering order -- and it's ironically true.  Less folks to lodge complaints about having to go out of one's way to get to their destination;  and lower congestion at the diversion points.   That particular section, along with the more southerly section around central Long Beach, was the first on the old SSR 15 to open to traffic back in '57; its pavement -- and some bridge railings -- were literally falling apart and have needed repair/replacement for the last decade or so.  But at least the contractor's employees will be safe from traffic during the process -- maybe one of the sole tiny saving graces of this pandemic -- if indeed the temporal lack of traffic prompted the full-freeway shutdown mode!
