Caldecott Tunnel fourth bore to open in November

It seemed strange to me that I-980 was only applied to the section of CA-24 between I-880 and I-580, instead of all the way to I-680, and I wondered if the reversable-lane situation with the three bores had something to do with it.

Would it now make sense for Caltrans to seek approval to extend I-980?

Originally I think it had to do with the fact interstate funds were used for the segment from 580 west to the Nimitz Freeway, as opposed to the rest being an upgrade of an existing highway (Route 24 dates back to the 1930s).

Would love to see the designation extended, given the exit numbers are continuous.
