CC-93 on the call boxes and I knew its been owned by Contra Costa County and City of Richmond. I knew there was an article saying that the City of Richmond wanted it in State control.

That's all it is: a desire on the part of Richmond to transfer the road to the state. The state has certain requirements for a road of its type, and some significant costs would be incurred if those requirements were met. The city of Richmond does not have the funding for this purpose, so it will remain a city arterial at this time. Richmond Parkway has not to the best of my knowledge transferred to the state at any time in the past. It has always been a locally controlled road built on a possible future state highway alignment that remains unconstructed at this time.
