From the description in the above OP, it appears that the auxiliary lanes will be on the outside of the existing traffic lanes. My question is whether ODOT is constructing an additional median lane and then shifting traffic over to that lane (an old CA trick), leaving the outside lane to be reconfigured to function as the auxiliary -- or actually constructing a new set of outside lanes (in the area between Powell and I-84, there's ample room to do so due to the space originally reserved for the old I-80N 1970's planned reroute to the Mt. Hood Freeway -- although the LR extension is occupying part of that space). As a former resident, I'm curious as to which method is being used.
