I believe the not-so-good area is roughly bounded by I-94 to the south, I-43 to the east, WI-190 to the north, and WI-175 to the west. I've never lived in Milwaukee though.

I lived there 7 years.  Just follow the yuppies to the safe neighborhoods. . Eastside, Bayview, UWM, downtown is fine, 3rd Ward, Walkers Point, etc
But whatever; perceived urban 'danger' on the part of suburbanites and country bumpkins is always overblown in their lily-white minds.

It's relativity. Some neighborhoods in Milwaukee, and all cities, are safer than others. Therefore we call them "safe" and the less safe ones "dangerous".
