Why is road related illustrations not available to guests?
It's because we have it that way as an incentive for people to register.
I always thought it was to avoid a bunch of people registering who just enjoying colouring and graphic design (like the mass transit threads -- don't want people joining this forum just to use that thread).

Nothing. FritzOwl has only posted in Fictional Highways, which is also hidden for non-members.
In theory, if someone doesn't see the forums, they won't register just to post in them. In practice, we talk about them often enough that people will know they are there even before they register.
