I am currently wondering if it has been proposed that DE 10 be aligned onto the Camden Bypass once it is complete.

Delaware's not been very good at ensuring primary corridors have continuous designations lately, so I wouldn't be shocked if nothing was done with the current routing of DE 10 once the bypass is finished. The lack of a consistent designation on old US 301 between Middletown and Glasgow once the toll road was finished comes to mind.

(For DE 12?)  Frederica Road Concept Plans Public Workshop

Is that question mark a typo?

Frederica Road is indeed part of DE 12 from "downtown" Frederica "east" (compass north) out to its termination at DE 1's North Frederica interchange (DE 1 exit 86).

Coming in from Felton and points west, DE 12 becomes a one-way pair.  EB follows David St. to Frederica Rd. where it turns left for DE 1.  DE 12 WB turns right at Front St. and follows the latter out of town.

South of David St., Frederica Rd. appears to be unsigned.

^No, not a typo because I am unsure how much (if any) of DE 12 is related to this.

So I know pre-2020 DE did work on 295 between the DMBR and 95, what was the configuration prior?

What are the long-term plans for improvements to DE 404 between the state line and the Bridgeville bypass?

There are none, currently.  But it appears that the corridor was under study as of last year.  The article lists a project website but there's no real information on it beyond what the article mentions.

The hope has always been if Maryland gets their portion of 404 widened, then hopefully Delaware will get really angry at the backups on their state line from 404 dropping from 4 to 2 lanes and actually do something about it.

If I were a betting man, I would say Delaware widens 404 from the coast to US 113 first because that is where more population growth is happening.

With Maryland, I just looked at the State Transportation Plan and the only thing on the plan related to 404 is a $450,000 study for the 404 corridor from Sennett Road (where road goes from 4 to 2 lanes currently) out to MD 16.

No actual construction will start until 2029 at the earliest and then it's a matter of having a Governor who is going to be friendly to the Eastern Shore when it comes to highway projects. Hogan was great, O'Malley was fair, but Glendening was horrible.

And FWTW it's been 36 years since MD had an ES native as guv (Denton's Harry Hughes, who was a two termer, whose name graces the MD 404 bypass bridge over the Choptank).

So let me ask, pre 2017, from 95/295 to the DEMB, what were the improvements that were made?
I recall 295 NB at the 95 junction was under construction.

I recall 295 NB at the 95 junction was under construction.

Work starting in 1999 rebuilt the interchange with U.S. 13. Construction from 2001 to 2003 resurfaced I-295 and also rebuilt the interchange with SR 9 (New Castle Avenue).

09/09/04

The I-295/U.S. 13 interchange improvements project ultimately resulted in the removal of the left entrance ramp from U.S. 13 south to I-295 north:

May 2000

The U-turn added along U.S. 13 north of I-295 served as the new movement from I-95/495 south to U.S. 13 south...

03/19/04

...aimed to eliminating the weaving traffic pattern where traffic crossed lanes from the left to exit on the right:

01/01/05

The barrier separating traffic entering I-295 north from I-95/495 south and I-95/SR 141 north was added during 2008/09 construction:
