QuotePhiladelphia, PA – The Pennsylvania Department of Transportation (PennDOT) announced today that overhead sign removal will take place tonight, May 7, on northbound Interstate 95 in Northeast Philadelphia.
Motorists are advised of the following travel restriction:
Tuesday, May 7, from 10:00 PM to 5:00 AM the following morning, a right lane closure will take place on northbound I-95 between the Bridge Street and Cottman Avenue interchanges.
Motorists are advised to allow extra time when traveling near the work area because backups and delays will occur. This operation is weather dependent.
The core borings are part of PennDOT's $268 million I-95 Section BS2 project to reconstruct I-95 between Carver an Margaret streets and improve the Bridge Street Interchange.

It seems like, short of running a barrier of some kind over it, it would be pretty difficult to avoid people making their own RIRO access point if they really wanted one there.
That's what r/w fencing is for.
