I was inspired by route56's KDOT Letting thread so I am creating one for MODOT lettings. I will try to update them as my work schedule permits, but I will just post links to the PDF's of the Bid Results and the Bid Award Winners when they are awarded. I will also post some notable projects from each letting.

All the information I get is from this link. For past letting info, users will have to choose the letting date from the drop-down menu that they are looking for since the page always opens to an upcoming letting. The page also will have the proposals, plans, and cross sections (where applicable) for projects.

I looked at the plans for this listing. J8P3007B is from Glenstone Ave to US65. J8P3007C is from US160 to MO13. Maybe it was a typo in the listing?

I-70 Second Tier Study
I was browsing through the project sites MODOT Kansas City Major Projects page when I came across an update on the I-70 Second Tier Study page.

It looks like they will have a Record of Decision for that I-70 segment (from downtown to 435) in April.

But what caught my eye towards the bottom of the webpage was this:

So I emailed MODOT asking about when they will do the construction.
QuoteWe plan to start construction in Fall of 2018, with the traffic impacts (ramp and lane closures) to begin in Spring 2019.  The project will be complete in Fall 2020.
I didn't ask them what type of interchange they're going to build, but going off of their Preferred Alternative (page 4 of pdf), it looks like it will be a partial turbine interchange. The left-hand exits (which I hate, btw) will be replaced with semi-directional ramps.

I-435 South Loop Link
Another interesting thing I noticed was a new webpage for the I-435 South Loop Link. I'm not sure what all will be happening on this segment of I-435 (from State Line to the Grandview Triangle), but going through the study documents, they recommend removing and replace the Wornall and Holmes Rd bridges, among many other changes. I asked about when they will start the project, but I didn't ask for any specific information about what changes they will make.

New Bridge Completion Expected in Fall 2019

HANNIBAL — By Fall 2019, motorists traveling across the Mississippi River on U.S. Route 54 between Illinois and Missouri will enjoy a wider, safer ride.   Massman Construction Company, headquartered in Kansas City, was selected yesterday as the best-value proposer to design and construct the new Champ Clark Bridge by the Missouri Highways and Transportation Commission at its meeting in Bowling Green. Replacement of the bridge is a partnership between the Illinois Department of Transportation and the Missouri Department of Transportation.

The Massman team is comprised of Massman Construction Company serving as the prime contractor and HNTB Corporation providing the design services.

The Massman team was one of four design-build teams competing for the contract.  Design-build is a project delivery method that combines both the design and construction phases into one contract to save time and resources.  This is the first design-build project in MoDOT's Northeast District.  Information about the project, including history of the existing bridge, can be found at www.champclarkbridge.com.

The Massman team's proposal calls for the new bridge to be constructed just south of the existing bridge, while traffic is maintained on the existing bridge through most of the construction. The best-value selection includes a new 44-foot wide bridge, elevating the Illinois approach to eliminate closures from flooding and improvements to the Route 54 / Route 79 intersection in Missouri.

"We're proud to have been selected to build the new Champ Clark Bridge and look forward to a good working relationship with the team and the region,"  said Mark Schnoebelen, vice president of Massman Construction Company.  "We know our work will not only impact local folks who travel in the area, but all motorists who cross the Mississippi River here,"  he added.  "We're committed to building a quality bridge at a good value as quickly as possible,"  he concluded.

The Massman team's goal is to subcontract 12 percent of the construction and 16 percent of the professional and design activities to disadvantaged business enterprise companies.  Federal workforce goals also require that 3.1 percent of those working on the project are minorities and 6.9 percent are female.  "We had the opportunity to connect the teams with DBEs this year, as well as provide a job fair last fall for anyone interested in potentially working on the new bridge,"  said Keith Killen, project director of the Champ Clark Bridge and a professional engineer with MoDOT.  He added the team and MoDOT will work together to host another job fair later this summer.

The next step in the design-build process for the Massman Team is to fine-tune its design plans.  When those are complete, MoDOT will hold a public meeting to share the final scope of work, including proposed renderings of the new bridge.

The Massman team plans to begin construction this fall and have the bride open to traffic by the Fall of 2019.  A groundbreaking ceremony will be held later this fall.

The Champ Clark Bridge name is expected to stick with the new bridge.  It was named for former presidential candidate and Speaker of the House James Beauchamp Clark, who also served as assistant prosecuting attorney in Pike County for 26 years.

Replacement of the 90-year-old Champ Clark Bridge, the oldest bridge in northeast Missouri, is a critical project to maintain the state's transportation infrastructure.  "Our focus is to take care of our existing highway and bridge system and keep it in good condition,"  said MoDOT Northeast District Engineer Paula Gough.  "This bridge is an important link on the U.S. 54 corridor. It has served us well for many, many years, but has become increasingly unreliable. We're excited that we can finally get to work building a new bridge."

They have money to do maintenance projects and all but not enough to do big projects. About 200 million or so every year is used to pay back the bonds that they took out for the new I-70 bridge and the 64 extension to Wentzville. Unless the legislature increases the gas tax or finds another source of revenue like tolling, etc., they won't have money to do projects like 70 between KC and STL. I believe they're gonna be paying off those bonds till about 2033.

MoDOT lets many of what it calls Job Order Contracting (JOC) contracts, which are for small maintenance-type jobs like mowing, fence repair, etc. and involve the contractor agreeing to be on call for work orders.  They have plan sets, but typically they include just a title sheet and some standard plan sheets for workzone traffic control.  If you strip out the JOC contracts, quite often there is very little left in each monthly letting.

I remember reading a while ago that MoDOT has a "nut" of $300 million each year to work with and has to focus on the most heavily traveled subset of the state highway system--I think the top 3000 miles?

Another interesting thing I noticed was a new webpage for the I-435 South Loop Link. I'm not sure what all will be happening on this segment of I-435 (from State Line to the Grandview Triangle), but going through the study documents, they recommend removing and replace the Wornall and Holmes Rd bridges, among many other changes. I asked about when they will start the project, but I didn't ask for any specific information about what changes they will make.

QuoteLEE'S SUMMIT — Today the Missouri Highways & Transportation Commission announced that the Radmacher-Wilson Team -- construction contractor Radmacher Brothers Excavating Inc. and the engineering design firm of Wilson & Company, Inc. -- won the competition for the Design-Build project known as the I-435 South Loop Link. Work is anticipated to begin in spring of 2018 and be fully completed by late spring 2020.

"We're thrilled to work with both Radmacher Brothers and Wilson & Company on this project,"  said Kansas City District Engineer Brian Kidwell. "We've worked with both of them independently on projects throughout the district. We expect great things from this collaboration."

With a budget of $75 million, the department bundled multi-bridge replacements, resurfacing and corridor safety and mobility improvements from the Kansas state line to the Three Trails Crossing interchange into a Design-Build project delivery format.  Interested teams competed to provide innovative, goal-driven, results-oriented transportation solutions within a fixed budget.

The Radmacher-Wilson Team competed against three other teams to develop the project proposal that demonstrated it provided the best value within the parameters. They had to meet or exceed several goals, including low-to-no impacts to the traveling public during construction, renew aging pavement and bridges and improve safety and reduce congestion.

In as little as 10 weeks, the team developed a project proposal that replaces the bridges at Wornall and Holmes, rehabilitates the bridges at 104th Street and the Blue River, and upgrades the pavement on I-435 which includes adding another lane -- all while maintaining the current four lanes of traffic during construction.

Additional improvements include removing the loop ramps at the Holmes Road Interchange, 12 foot inside shoulders along I-435, increased vertical clearance under the Wornall road bridge, new taller and safer concrete barrier wall and longer merge lanes in critical locations.

The combining of multiple needs along the corridor into "system improvement"  approach, developing minimum requirements, project goals and a fixed budget really challenged the Design-Build teams. 

"They were forced at every turn to think outside the box, balancing the selected construction details against the available funds,"  said Project Engineer Perry Allen. "Ultimately, the proposal submitted by the Radmacher-Wilson Team took an innovative approach that provides exceptional value while meeting or exceeding the project goals."  

Radmacher is currently constructing the Route 50 and Route 291 Interchange Project in Lee's Summit. Wilson & Company were designers of the I-49 and 155th Street Project in Belton, a project also being constructed by Radmacher.

The I-435 corridor was originally constructed in 1966 as a six-lane freeway, an additional lane was added in phases from 1983 to 1994. Minor improvements have been made over the past 20 years by both Kansas Department of Transportation (KDOT) and MoDOT, but overall this corridor has been left virtually unchanged since 1994.
