In Columbus, the word 'Downtown' is used, although not consistently.  It is never used on I-71 or I-670, but it is used in a few places on I-70, especially on I-70E westbound between OH-317/Hamilton Rd and the intersection of I-71.

Here's an example of the 'downtown' usage on US-33 at I-70:

Personally, I think that 'Downtown' should be used when the sign pointing towards that direction is also located within the city itself.  For example, any interstate highway guide sign inside the I-270 outer loop but prior to 'downtown' should use that as its control city.  After passing 'downtown', the next control city should take over.

One good example is the split between I-70/I-670 west of downtown. (see picture below)  I would like to see the destinations added to these signs as such: I-670: Downtown/North | Airport, I-70: Downtown/South | Wheeling.  For most people, I-670 would be a much better route to access downtown Columbus than the ridiculous I-70/I-71 split.
