California State Route 49

You’re thinking of CA 180 which was planned original to end at CA 7/US 395 in Independence. The idea was to use Kings Canyon, Bubbs Creek, Kearsarge Pass and Onion Valley Road.

I've often wondered why CA-49's northern terminus wasn't extended to Frenchmen Lake. It ends at CA-70 in Loyalton, and about a mile or so later, there is CA-284 running to Frenchmen Lake. Seems like a pretty natural extension for CA-49, freeing up 284 for another use. I know that latter route came later, but they are so close together it seems like a very short concurrency would have been fine.

Isn't this kinda like how Route 115 and Route 7 near Holtville would naturally make one corridor, but are instead two separate numbered highways? (Route 7 was designated decades later, to be fair)

Yes, a similar case. Maybe it's partially because 284 doesn't fit the "character" of 49, which is a Sierra foothills route. (Which I think is partially the reason CA-1 was extended south onto what was original CA-3/former 101 Alt).

I’d argue 284 does fit the character of 49, Frenchman Lake was named after a Gold Rush settler that came to the area in 1858:
