Looking for release date report from WVDOT, August 2003.

I've been seeing this document cited in all the Wikipedia articles for West Virginia highways.

However, there is no link for it, and I believe it may not even be on the Internet. If so, how was it obtained? I'd like to get a hold of it.

I am the one who added those. For the lack of a better title, that's essentially what it is and has it tabulated for both EB and WB lanes, since some were super-two highways (e.g. US 19). I can scan them in and forward it, or post it here.

The files are from the WVDOH. There is a similar list for rehabilitation projects as well, but I do not have those.
