I don't have anything to post about Puerto Rico roads but I just noticed that's it's not clear where they go. Same goes for Guam or the US Virgin Islands.

That's an option, although technically incorrect as the US Virgin Island are not international, the residents are US citizens.
I would say International, since it's generally limited discussion and the customs are rather unlike the 50 states. Also this thread can likely be closed because there are others:

Reminds me of when my father attended a state board of education meeting in MA regarding ESL programs in areas with a high proportions of Puerto Ricans.
One board member started grumbling about the "immigrants" and making derrogatory comments.
My father took the mic and declared that Puerto Ricans are American citizens. His colleagues erupted on cheers to the point where my father quipped that he was concerned about being arrested for inciting a riot.
