Unfortunately yes. One of the most egregious examples in the whole state IMO, after they fixed most of the Central and Eastern Oregon speed limits. OR-22 east of Salem. After the last few Oregon pictures have been "higher than you might expect", unfortunately the "stupidly low" examples like this are more common.

Were non interstates capped at 55 before the increases?

I'm not sure.  I know part of Oregon's issue for a while was that the truck speed limits were written in state law as 55, and normal speed limits weren't supposed to be more than 10 over truck speed limits. 

I always thought US-26 was just a revenue builder for Washington County.

Every single non-interstate in Oregon maxed out at 55 before the increases in 2016. (I'm not sure what they looked like pre-NMSL). Now we have quite a few at 65 and US-95 at 70. But the way the laws are, I believe ODOT couldn't raise any more of them, even if they wanted to (which, they probably don't, which is another issue). It would have to go through the legislature. Not a good setup.

I think so historically. At least that's the reason why IL 5 was upgraded to I-88; to raise the speed limit above 55.

SDOT lowered most speed limits to 25 in 2020, including many major arterial roads.  (Google maps still has it at 30)
