The Rochester area only has 3 interstates besides the Thruway, if you can count that. So this is not going to be a very informative answer, because unless you're in Victor or Henrietta, this is what you get:

1. I-490
2. I-590
3. I-390
Is the Thruway an Interstate? I think so.

If you can count it as being in the Rochester area.

3. I-40 (south about 120 miles, I-70 is a close 4th)

I-80
I-280
I-580 / I-880, at the Macarthur Maze interchange. I-880 is closer as the crow flies as it curves around West Oakland.
Honorable mention: I-380, which is about a mile further than the Maze (but without the bridge crossing, seems like it's worlds closer).

I-80/90 - 1.5 miles
I-94 - 2 miles
I-65 - 5 miles

Distances as the crow flies

1. I-84 (1.15 mi.)
2. I-691 (2.85 mi.)
3. I-91 (7.35 mi.)

If we're talking only 2di's, I-91 slides up to 2 and I-95 assumes the 3rd spot (~24 mi.)
Interstates I've clinched: 97, 290 (MA), 291 (CT), 291 (MA), 293, 295 (DE-NJ-PA), 295 (RI-MA), 384, 391, 395 (CT-MA), 395 (MD), 495 (DE), 610 (LA), 684, 691, 695 (MD), 695 (NY), 795 (MD)

A bit surprising to me which order these ended up in, but using straight-line distance:

I-5, I-210, I-405

bwana39

I-30
I-369
I-49

49 is proposed to be closer than 369 in the future.   Then again, if the western belt gets built it might be closer than even I-30.
Let's build what we need as economically as possible.
