Anything I didn't list doesn't have a significant non-local control city, eg. US-20/26 just use Notus and Parma.

Part of me thinks it should, but at over 400 miles away, and with a significant number of people bailing onto I-82 to head towards Seattle before then, I'm not sure it's the best choice. If Pendleton or La Grande were larger, they would be ideal, but they're not really big enough to be long distance control cities (no better than Ontario). So you kind of just change control cities every 50-100 miles on I-84 (Portland is listed on some, but not all, control city signs west of Ontario), which isn't ideal but works fine I guess.

This is why I'm a fan of the idea of consistently using 2 control cities. Portland could consistently be signed, along with Ontario, Baker City, La Grande, Pendleton, and The Dalles, depending on where you are. Some signs have 2 and kinda do that, but many signs just have one control city.

Slight addendums: Gary has (or in the case of I-80 eastbound between I-355 and I-294, had) some representation. It is mentioned as a control on Indiana 912 at the easternmost Toll Road interchange, and has its only mention on I-65 northbound at I-80/94 (and even then, that’s only for westbound traffic).

Also, I think Indiana 912 north/west had Chicago as a control city when exiting Ameristar Casino in East Chicago before the bridge closure. In these cases, it’s fleeting mentions, so not a big deal.

Interestingly enough, in addition to the one still standing two miles before the I-85 interchange, there's also another one north of I-295 on I-95, directing motorists bound to "I-85 South Durham Atlanta" to stay on I-95 South.

Kingston is used east of Oshawa, and Montreal is used east of Kingston.

No, Kingston is the Control City from Toronto. Oshawa is a destination along the way.
