Essex County, NJ routes

So piggybacking on my latest foray, I find that Essex County is missing CR 612 and 657. 657 would fit in nicely at Broughton Ave. (Watchung is 655). 612 would only really fit at Harrison Ave. - which is 656. Harrison was clearly already a county route, so why isn't it numbered with the others? Why wasn't it 612? Maybe someone had a reason to steal the 656 number, but then why is there no 612 at all? Or was there some miscommunication? Most of Essex is geographic but this one stands out.

Additional thoughts, would love feedback:

604 and 619 would fit the grid much better if swapped. My guess is that Essex originally had them switched, but then complied with Passaic and Union Counties respectively to match their numbers. (Note that 612 would do a better job than 604 in this application, since Passaic 604 at the west end of Lindsley is just a few feet long, while 612 along Francisco is much longer.)
630 doesn't fit the grid and ought to be up in Fairfield - as 662/New Dutch Lane, possibly? May have been moved down to match Vauxhall Rd. as 630, which ended up creating a confusing situation.
649 belongs in Nutley, was probably numbered to match Union County (where it does fit), especially seeing as how JFK Pkwy. was a relatively new road at the time.
661 and 662 belong in eastern Essex. 661 makes sense as a renumbering of old CR 61's southern section, but way out of grid. As noted above, 662 ought to be more of a 630.
673 seems to have been an oversight that was corrected, since it was posted much later than the other routes despite having been in the old system.

Just wondering, where did you get the 1967 map from?  Are there similar maps for the other counties in the state?

http://mapmaker.rutgers.edu/ESSEX_COUNTY/Millburn.jpg shows the original I-278 configuration. I need to spend more time here.
