Breed Act, National Industrial Recovery Act, and the California Highway System

I just got an interesting question via email. I don't know the answer, so I figured I would pass it on here:

QuoteHave you encountered any clear linkage between the Breed Act (Signed June 5, 1933) incorporating local roads into the California State highway system  and the National Industrial Recovery Act,  (effective June 16, 1933) providing federal funding for infrastructure projects?  The timing is so similar that I suspect that the Breed act may have been passed specifically to capture newly available federal money.

Does anyone have any ideas on this?
