What is a PA road?

Saw this on Wurzbach in San Antonio last weekend.

PASS = Principal Arterial Street System

Apparently it's the only highway in the state to be signed like this. According to the Texas Highway Man, it was signed since 2014.

It's obviously a Pennsylvanian state highway. It's not like PA highways in non-PA states haven't been a thing before.

Back in the heyday of MTR, Richie Kennedy (US56) had discovered an Ohio 400 shield where Kansas was to have used an US shield.
Signage errors occur all over the place.

Oh yeah, and from what I've heard, while they were replaced, one of the OH 400 shields was put back up a few years later (though it was once again replaced).

And how could we forget the Alabama shields in Massachusetts?
