Quoting is not as simple as some people claim it is. If the number of opening quote tags is greater than the number of closing quote tags, which can be easy to do by accident if you're trimming quotes to the relevant content, it will put a closing quote tag at the end of your post, making your text at the bottom no longer at the bottom.

Quote first, enter your at bottom.  I think we're all clear on this one.  Done.

The problem is if there is a long quote, the quote box does not bring you to the bottom of it and then you make the reply to it not realizing you are not at the bottom where you should be.

This is why, if you are quoting someone in your post, you should ALWAYS use the [Preview] button.  If it isn't correct, then either fix it or start over.
