Houston: HCTRA revenue recovers from Hurricane Harvey

In the aftermath of Hurricane Harvey tolls were suspended and the second-busiest section was closed for multiple weeks due to flooding and pavement damage. The result was a rare (and maybe unprecedented) year-to-year revenue drop. FY 2019 revenue is $54 million above the 2017 value. However, it does look like growth is on a slower trajectory than the period up to 2016.

If you look at the traffic volumes on page 65 of the PDF, the overall system did not have reduced traffic volumes in 2017-2018. However some segments saw reduced traffic, most pronounced on the Hardy Toll Road and the central and northern sections of the Sam Houston Tollway in FY 2017.

The strongest growth since FY 2017 has been on the Hardy Toll Road and the east/southeast portions of the Sam Houston Tollway (but not the Ship Channel Bridge).

The Katy managed lanes are now handling almost 100,000 vehicles per day.
