This is a very interesting story. I suppose it was also cheaper than filling in the blasted pothole. Is Mississippi too broke to fill in their potholes?

Simple answer: No.
Longer answer: Depends on the agency responsible for the road where the pothole is located. Municipal, County, State? If it's the state but in an out-of-way, little used road, they probably don't care too much to come out. If it's in a town, maybe they're just too lazy to grab some asphalt for a single hole. Or maybe the pothole was never reported. People will complain to each other, on Facebook, texting, etc, but often will never contact the proper agency responsible for the roadway. Or maybe it just happened, and a resident decided to start by taking a traffic cone (most likely stolen from a transportation agency in the first place) and someone decided to go wild.
