Wisconsin Hospital sign policy?

On this exit ramp, there was a unisign directing both routes and a hospital wayfaring sign in the middle: https://maps.app.goo.gl/Lr13xrEfchiW3Zew7. Today I was passing by it and saw the hospital sign was removed from the middle of the assembly. Any policy change or other reason for this?

Are they preparing for major construction that could temporarily alter the route one needs to take to the hospital? Don't know why they couldn't just cover it in that case, but it's my first thought.

Other possibilties: is it a hospital with the emergency capabilities to treat serious/life-threatening situations? If not maybe they don't want people going there who need more serious urgent care?

^^ It leads to a couple full-service hospitals that have full emergency services. I was checking the area and a new emergency-only medical center just opened on the following exit. It should not affect the other hospitals, but I now think the sign was taken down for this purpose.

No , it is  likely due to some changed local conditions, as mentioned above.  The crossroads there are major streets in the Green Bay area.  There is never any confusion between route markers and anything else in Wisconsin.
